H5N1 Cargo & Marine Biosecurity Risks: What Shipping and Importers Need to Know


H5N1 is no longer simply an overseas animal-health issue. For organisations moving cargo, equipment, vessels and potentially contaminated materials into Australia, it is an emerging biosecurity consideration that should be addressed before cargo is loaded.

As the global distribution of highly pathogenic avian influenza (H5 HPAI) continues to evolve, Australian importers, shipping operators, offshore projects, freight forwarders and asset owners need to consider whether H5-related contamination could create an unintended pathway into Australia's biosecurity system.

The risk is not necessarily the declared cargo itself.

The risk may be what is attached to it.

Bird carcasses, faeces, bodily fluids, contaminated machinery, containers, IBCs, vehicles, packaging, equipment and even areas of a vessel can potentially become part of a contamination pathway.

For organisations responsible for international cargo, the question should therefore be:

Has the entire cargo pathway been assessed for H5N1-related biosecurity risk before the vessel sails?
H5N1 changes the way contaminated cargo needs to be considered
A conventional cargo inspection may focus on whether imported goods meet the requirements for their particular commodity.

H5N1-related movements can be considerably more complicated.

Where cargo or equipment has been exposed to infected wildlife or potentially contaminated biological material, the assessment may need to consider:

The origin of the material;
The nature of the contamination;
The condition of the cargo;
Packaging and containment;
Vessel loading arrangements;
Personnel exposure;
Stowage and segregation;
Decontamination;
Contaminated wastewater;
Waste disposal;
Receiving-facility controls; and
The potential pathway from offshore operations to the Australian mainland.


This is why H5N1 cargo risk should be treated as a systems problem—not simply a cargo inspection problem.

Could contaminated cargo create a pathway into Australia?
Potentially, yes.

The biosecurity concern may arise when biological material is transferred unintentionally between locations through cargo or equipment.

Potential pathways can include:

Animal carcasses
The transportation of H5-affected bird carcasses presents a particularly complex situation.

Carcasses can contain blood, bodily fluids, faecal material and other biological material requiring controlled containment.

Any proposed movement needs to consider the interaction between biosecurity, animal-health requirements, dangerous goods requirements, vessel operations, personnel safety and final disposal.

Contaminated equipment
Machinery and equipment that have been exposed to infected wildlife or biological material may present a different risk from clean equipment.

The fact that an item is not itself an animal product does not necessarily eliminate the biosecurity consideration.

Contaminated IBCs
IBC tanks and other returnable containers deserve particular attention.

An IBC heavily contaminated with bird droppings or bodily fluids should not automatically be treated as an ordinary empty returnable container.

Where H5 contamination is reasonably suspected, the cleaning, containment, transport and receiving arrangements should be established before loading.

Vehicles and mobile plant
Vehicles, plant and equipment operating in environments affected by infected wildlife may potentially accumulate biological contamination.

This can include:

Wheel assemblies;
Undercarriages;
Engine compartments;
Mudguards;
Decks and platforms;
Cargo areas;
Lifting equipment; and
Hard-to-access surfaces.
Packaging and cargo-handling equipment
Pallets, crates, lifting equipment, tarpaulins, containers and other cargo-handling materials may also need to be considered where they have been exposed to biological contamination.

Don't confuse biosecurity assessment with dangerous goods classification
One of the biggest mistakes organisations can make is assuming that determining the dangerous goods classification automatically resolves the biosecurity issue.

It does not.

Dangerous goods classification and biosecurity risk management are related but separate considerations.

H5N1 may, in certain circumstances, raise questions around infectious-substance classifications such as UN 2814 – Infectious Substance, Affecting Humans or UN 2900 – Infectious Substance, Affecting Animals Only.

However, the appropriate classification depends upon the circumstances and characteristics of the material being transported.

The presence of H5N1 alone should not be used as the basis for assuming a particular UN classification.

The final dangerous goods classification should be confirmed by an appropriately qualified Dangerous Goods/IMDG adviser or relevant competent authority.

The vessel itself can become part of the risk pathway
For marine movements, it is important to look beyond the container or cargo.

If contaminated material is collected, handled or loaded offshore, the entire operational pathway should be considered:

Source → Collection → Containment → Loading → Vessel Transit → Unloading → Decontamination → Treatment/Disposal

Every transfer point represents an opportunity for contamination to escape the controlled pathway.

A comprehensive assessment should therefore consider:

Where the cargo is collected;
How it is packaged;
How it is transferred;
Who handles it;
How it is loaded;
Where it is stowed;
What it is segregated from;
What happens if packaging is damaged;
How leaks are managed;
How contaminated equipment is cleaned;
How wastewater is controlled; and
Where the material ultimately goes.
The objective should be to maintain a controlled "dirty cargo" chain until the material reaches an appropriately controlled receiving and treatment environment.

Contaminated wastewater is an often-overlooked issue
Decontamination does not make contamination disappear.

It transfers the contamination into another waste stream.

This is particularly important where equipment, IBCs or other materials are proposed to be washed offshore.

Contaminated wash water should not simply be discharged overboard.

Any vessel-based cleaning procedure should address:

The nature of the suspected contamination;
The cleaning method;
Containment of wastewater;
Collection and storage;
Disposal or treatment;
Vessel pollution-prevention requirements; and
Documentation of the process.
This is an area where a seemingly simple cleaning operation can create a completely different environmental and biosecurity pathway.

Your receiving facility needs to be ready before the cargo arrives
Another common weakness in complex cargo movements is focusing heavily on the offshore operation while failing to establish the mainland receiving arrangements.

The receiving facility should be part of the biosecurity plan—not an afterthought.

Depending on the nature of the cargo, the receiving location may require:

Controlled unloading areas;
Impervious surfaces;
Containment;
Decontamination capability;
Controlled personnel access;
Appropriate PPE;
Waste handling arrangements;
Treatment or disposal pathways;
Emergency response procedures; and
Documented chain-of-custody controls.
The objective is to prevent potentially contaminated cargo from becoming an uncontrolled pathway into the port, transport network or mainland environment.

What should you do before loading potentially contaminated cargo?
If your cargo, vessel, equipment or offshore operation may have been exposed to H5N1, don't wait until the vessel is alongside an Australian port to start asking questions.

Before loading, establish:

1. What is the contamination risk?
Determine what the cargo has been exposed to and whether animal material, faeces, bodily fluids or carcass material may be present.

2. Where did the cargo originate?
The offshore location, facility, vessel and operating environment may all be relevant to the assessment.

3. Has the cargo been exposed to infected wildlife?
This should be specifically considered where operations occur in marine, coastal, agricultural or remote environments.

4. Has the cargo been appropriately decontaminated?
Cleaning should be based on the nature of the suspected contamination and supported by a documented procedure.

5. Is the containment appropriate?
Do not assume that standard packaging or an ordinary cargo container is suitable for contaminated biological material.

6. Has the DG classification been independently confirmed?
Where infectious material or potentially infectious animal material is involved, obtain appropriate specialist dangerous goods advice.

7. Is the vessel prepared?
Loading, stowage, segregation, personnel controls, emergency response and spill/leak procedures should be established.

8. Is the receiving facility ready?
The receiving location should know what is arriving, how it will be unloaded and how contaminated material will be controlled.

9. Can you demonstrate traceability?
Maintain a documented cargo manifest and chain of custody from collection through to final treatment or disposal.

Don't wait for a biosecurity incident
The cost of identifying a potential biosecurity pathway before loading is generally far lower than trying to manage an uncontrolled contamination event after cargo has reached a vessel, port or mainland facility.
